If you know it's not politically correct, why use it? The correct term in Canada is First Nations' People, though Aboriginals is also acceptable.
The reason for the poverty up North is because the work is very very seasonal. Many Northern communities are fly-in only for 4-6 months of the year. Some of them have winter roads, but barely. In the summer, people are flocking there in droves to fish and hike and camp and stuff and such... but when it's -50 and you might get trapped there, people are less likely to want to ice fish or snowmobile up there for vacation. It's also very dark there for very long periods of time. Some communities will actually have a week or two of 24 hour darkness (with a subsequent week or two or 24 hour sunshine in the summer)... anyway, with no work to do and no visitors, these small communities tend to do one thing: drink. Well I'm sure you can imagine what happens with a lot of drinking and little else. (It's not entirely First Nations up North either) Our First Nations folks do open casinos here and they do very well with them. And I really do not like the generalization that they have 'major drinking problems and high suicide rates'. I would hazard to say that they do not suffer from these things any more than the non-First Nations people.
