I'm not arguing it both ways. Ensuring a safe work environment and
preventing pollution is one of the things governments should do. However
there are limits.

Now it is, but the laws were not in force, and many not even written 
at the time of the Minamata disaster. Occupational health laws came 
about because people were being hurt by corporate practices. 

You cannot argue it both ways.
