I think it's like that in most major US cities.

To fight traffic, I like the HOT lanes which are High Occupancy and
Toll.  This means that HOV vehicles, buses, and motorcycles ride free
while single occupancy cars pay a floating toll depending on the
amount of traffic.

In Minneapolis we have a freeway like this where the toll can range
from $0.25 - $8.00.  The goal is to keep the traffic flow at 50-55mph
- the slower the traffic the higher the toll.  Once traffic slows
below 50 then single cars aren't permitted on.

Works great and I'm hoping they get the concept on all of the freeways here
