I think it's like that in most major US cities. To fight traffic, I like the HOT lanes which are High Occupancy and Toll. This means that HOV vehicles, buses, and motorcycles ride free while single occupancy cars pay a floating toll depending on the amount of traffic. In Minneapolis we have a freeway like this where the toll can range from $0.25 - $8.00. The goal is to keep the traffic flow at 50-55mph - the slower the traffic the higher the toll. Once traffic slows below 50 then single cars aren't permitted on.
