That's a disingenuous argument because that's public money.

The correct answer to Larry's question is that the military is
different because they are a public-good publicly funded organization
as opposed to private company.

In both cases (the military and a college) the public is giving to
institutions that serve a public need: defense and education.  As such
there's a special channel between the 2 that doesn't exist between a
private corporation and a college.
