Katherine Harris (yes, that one) once ordered a study to determine the
effectiveness of "Celestial Drops" (water blessed by a Kabbalic Rabbi) in
Florida's fight against Citrus Canker.

The mystical process of creating drops "changes its molecular structure and
imbues it with supernatural healing powers."

Apparently she was convinced because the proponents claim the drops have
"improved fractal design," "infinite levels of order," and "high energy and
low entropy."

They spent an expensive six months designing protocols and testing.  They
found that the product was no more effective than regular tap water (read:
"Not effective at all").

She's in congress now, Deciding where to spend all of our money.
