In the late 1980s Wissam al-Zahawie was Iraq's representative to IAEA, and also the senior foreign envoy for nuclear matters. In 1995 He was the Iraqi delegate at a UN session on the Nuclear Nonproliferation treaty where he spoke about Iraq needing to get the bomb in order to counter balance the Israeli threat.
As for Niger and why I think that, I read it on the IAEA's website: http://www.iaea.org/worldatom/Programmes/ActionTeam/nwp2.html Iraq bought Uranium from many countries. However Niger had just started some basic trade relationships with Libya just before the al-Zahawie visit.
