I don't think he has any, or only vaguely. He's purposely antagonizing the west to see what sticks. Do Muslims rise up? Does the US or Israel do something stupid? Can he get away with continuing to build WMD? If not, how would the west stop him? It's a win-win in his view no matter how it turns out. And he's also probably really enjoying seeing the world get wrapped around the axel trying to decide how to deal with him. And oil prices continue to rise with fears. It won't be long before he an Chavez are buddies, if they aren't already.
