If you look to Congress to define a "war", you are going to have to go back 
a loooooong way. Wasn't World War II the last time Congress issued a formal 
declaration of war? Since then, Congress has more or less passed 
authorizations of war, which are a step down from a formal declaration.

Maybe we should just call it the "Fight" against terrorism, and lose all the 
trappings that go along with the word "war". No one would deny that it is a 
fight.
