because they are unable to EVER be in society, and produce, and not simply consume. there is CERTAINLY a place in society for jail. there is CERTAINLY a group of people who are fucked forever, and will never be able to be in society. there is a group of people who are unable to be rehab'd into good people. lock them up and throw the fucking key away.
