That's an odd question.

You don't see an obvious need for punitive incarceration in a civilized society?

The way I heard the question was, "What's the purpose...?"  Is it punitive or 
rehabilitative?  I feel a lot of problems with the US penal system is the very 
unclear and often mutually exclusive purpose prisons are to serve.  Are they 
just to warehouse those who screw up and remove them from society or are they 
to provide some means for these souls to someday return to society as 
productive members?

It is not a simple question!
