I said recovered. But I might have to pop into the old neighborhood to
confirm some of them. I agree jail isn't a deterrent but why would
regulating it change anything? Crack heads never seem to get enough so
nothing different except you allowed them to get addicted in the first
place.

But we already do that with morphine, we regulate and we have
treatment programs. Yet we still have heroin, why didn't it just go
away?

I'm not sure what you're talking about.
Aren't criminal charges based on the type and quantity of drugs and
not the personal addiction?
