Actually he was targeting a clinic, he had the bomb with him when he broke
into his neighbors house to steal the guns.

Somehow he and the bomb were separated, the bomb went off when a bomb
technician tried to disarm it.

Was the man in Maryland being funded by a foreign element? Was he targetting
a single person/family or a mass of random people? Was he trying to instill
fear and doubt in the government's ability to protect their people? 
Terrorism is an attempt to instill terror. The Florida group was trying to
do that. The guy in Maryland was targetting a nieghbor. If he was targetting
an abortion clinic while people were inside then it may be a different
story. 
But it's a fine line with a lot of blurring.
