They had a foreign policy, it just ran into opposition in Iraq (and to a
lesser extent in Afghanistan). If Iraq had gone like Bush, Cheney, Rumsfeld,
et. al. had hoped, they would be riding a wave to victory, but operational
incompetence in the Pentagon has left them vulnerable. And yet, Dems can't
totally take advantage.
