I've never been a big fan of Giuliani (even when he was a prosecutor) so, I guess this story doesn't surprise me too much...although it is pretty shocking. Time's Man of the Year, right...
Basically, Jimmy Breslin's story is about how Giuliani and his cronies stand to make lots of money off of the WTC widows and orphans fund. It also suggests that his mismanagement attributed to the deaths of firefighters (this point is a stretch - not sure if I believe it or not).
