Um, no.  A cop has no right to take any sort of physical punitive
action against you for refusing to provide ID.  He can take you into
custody and if you refuse he can physically force you but that
physical force must be reasonable and escalate proportional to amount
resistance applied.

These cops went right for the taser and should, therefore, be punished by:

1.) Being sent back to training, or
2.) Being sacked.

The victim (and he is now a victim of abuse) has every right to sue
the police and the only just outcome is that the police are sent a
VERY important lesson:

They exist to serve the people and enforce the laws the people create.
 When their level of force exceeds a citizen's level resistance they
insult every citizen in the country by making an ass of the law and
therefore the people.
