How are you possibly going to do that? And even if you do, you just breed more: 1.) Arrest a Sunni and "Americans support the Shiites!" 2.) Arrest a Shiite and "Americans support the Sunnis!" And arresting them both doesn't help because then we just arrest the [partisan] to PRETEND like we're not taking sides but we really are because ... Like I said, if you want to totally lock down the country - which is the only way you're going to stop the violence: curfews, door-to-door searches, etc - is to have 1,000,000+ troops for at least 20 years.
