We've used it at our educational service center and we also have Blackboard. 
Although, it just as functional as the big players in my opinion, the ease 
of use is less than impressive.  It takes someone that is fairly technical 
just to navigate and setup courses, positive site is that it's free and 
sometimes you just can't beat that.  The courses can be taken from 
Class.com, and a host of other course providers and have them imported into 
Moodle.  Still, not something that is simple and intuitive, but then again 
it really depends on who's managing the package....teachers or techs.
