You're right to an extent, I'd like to see the H1-B Visa program made much more stringent and harder to use....

In general, as Russ pointed out, they're doing mostly unskilled labor; illegally maybe, but still unskilled. Meanwhile you're got our top grad schools full of foreigners and millions of skilled labor jobs such as IT, Medicine, Insurance all going to India, China, The Philippines and others.
