My (probably flawed) understanding is that system-changes made by the programs (registry entries, dlls added/changed to system folders, system preferences, etc) will all be rolled back - this will probably kill the apps. However I don't believe that app folders themselves will be touched (you might have personal data in there). To eliminate the apps completely you would have to delete the folders. Reinstalling would set things back to the way to the way they were. I could be wrong, but that's the way I understand it - System Restore guards what it considers "system" resources, not individual application resources.
