You are redefining DNS RBLs into something they are not. There are quite literally dozens of different DNS RBLs and all of them are different. There are indeed DNS RBLs that simply list IP addresses from which the operators have received actual spam and which auto-expire listings (for example the CBL: http://cbl.abuseat.org). They *reactively* list IP addresses and they generally behave the way you apparently expect all DNS RBLs to behave. However, there is an even larger number of DNS RBLs that list IP addresses for entirely different reasons. There are the DNS RBLs that will list an IP address simply for being assigned to a certain country. (kr.rbl.cluecentral.net will list Korea, cn.rbl.cluecentral.net will list China etc. etc.) There are DNS RBLs that will list an IP address simply for being in use for dial up (dialups.mail-abuse.org) or for DSL. There are RBLs for filtering the IP addresses of certain ISPs (as.cluecentral.net). There are RBLs that track IP assignments to certain individuals (that usually have several outstanding warrants) and list those assignments (SBL). There are DNS RBLs that list IP addresses of mailservers that are not configured according to certain standards (rfc-ignorant).
