True, but they are being bred as aggressive dogs. They are doing this on purpose. If the dog was not being bred as an aggressive dog, then it would be fine.
Take an aggressive dog, put it in a tight spot, and you have an angry dog. And this is what we have seen happen here. If you are going to breed a dog to be aggressive, then you shouldn't keep it in an apartment building.
