It's paid for: U.S. defense spending has surged since the late 1990s. U.S. defense budgets increased by more than 41 percent between 1999 and 2004, with most of the increase coming after the Sept. 11, 2001, terrorist attacks, according to the Stockholm International Peace Research Institute.
