I'm sorry, I am going to go with of my father the retired Tahoe National Forest 
Supervisor after 50 years of NFS service that this policy was phased out in the 
1950's for unpopulated wilderness areas.

Populated/commercial areas where property owners and business interests want 
their structures/assets to be protected is a different story.
