As far as I recall, the problem in New Orleans was that many residents could not afford to evacuate. Even those that did ended up in the most horrid conditions.
The US Gov't has stated that things are better in San Diego because of the lessons it learnt form New Orleans, and claims that its response is a lot better organised. Lucky for the people in San Diego eh? That Government response is so well organised now.
