Does he want it to run, or just view the rendered content.
There's a couple of freeware CF micro engines out there.

One of my clients has asked if there is any way to distribute their site
(currently CFM & SQL) on CD. The site contains thousands of pages of content
geared at helping health care workers in developing countries. Because of
the demographics they wish to distribute their content on CD as well. Does
anyone know of a good spider program that will download the site and
converting dynamic links to html files?
