That 23% is a replacement of the current federal taxation system. Your state would still levy sales taxes of its own, certainly. It's just that the mechanism would be a consistent one.
And the *state* income tax you pay wouldn't change, either -- why would it? Remember: this is just the *federal* system we're talking about.
