The Army has been doing humanitarian missions for as long as I can 
remember. We even have a medal for it. The Humanitarian Service Medal. 
In fact, when I was in Texas, a National Guard unit in my brigade went 
to South America to help rebuild roads and some public buildings a 
couple of years ago. Medical units are always being sent out to less 
fortunate countries to do vaccinations, dental work, eye work as well as 
veterinary work.
