I did not mean to imply that yours was a less fortunate country. I was 
merely pointing out that the US Army has been doing humanitarian 
missions for a very long time, and most of the countries are under that 
classification.
I don't see anything in the article that says combat troops were 
offloaded there. All I see is a story about medical units showing up. 
Unless you have an aversion to being healthy, I guess that is not much 
of a threat. Regarding small arms weapons, I don't see anything in the 
article about that. Nor Hummers for that matter. But unless something 
has changed, the Army always brings small arms weapons to any exercise, 
and since Hummers are our primary means of transportation, well I guess 
that makes sense to bring them too.

I also pulled up the current Operations and Maintenance, Defense 
Appropriation Descriptions and Instructions document and it clearly 
shows that this operation is scheduled for this year AND next year.

So, in addition to providing medical humanitarian aide, it appears you 
are also getting two new schools AND a clinic.
