No it wasn't a joke. A `:(` doesnt mean its a joke. Gel always puts out
veiled things saying how he thinks the US is completely fubar.

I'm sure gel is assuming the military is there to try to show  Venezuela we
mean business with our support of columbia. Which i could even see and
understand that.
But it certainly wasn't a joke. I could be wrong though.
