It's always "ok" to counter - if it's not ok to bring the very idea of it up
you need to seriously consider if that's the attitude you want to under.
The issue would simply be how adamant you are about it.

There's a difference between "I need this much" and "I'd feel better with a
bit more".

Those are pretty good perks.  It depends on how much they're worth to you.

Well - with a verbal offer you have all the more reason to ask about more.
You may get an honest "we can't go higher right now" and grab a few more
perks or a "well, we can go up a bit more..."
