Actually that's "Where everybody knows Morn's name!" "Morn" (generally believed to be a homage to "Norm" of cheers) was the large, grey alien who always sat at the bar at Quarks. The running joke was that all the characters would talk about Morn would never shut up, kept rattling on and we never (ever!) see him speak. For fans of the show it's not really an "inside joke" but it's not that obvious either...
