I always assume motorcycles are a secondary vehicle....especially in  
Canada so I was thinking that this would be 10,000 in addition to  
whatever he has now, not a replacement.

I speak from the point of view of a person who had a motorcycle for  
his sole transportation in college and remembers days of riding  
through sleet, one hand on the handlebar and one scraping the ice of  
his face shield.
