Not that I agree with it... but this isn't a cap.  After 40 Gig you'll pay
$1 a Gig - but you can still download 100 Gig a day if you're willing to
pay.

Note also that this isn't "policy" yet - it's a test in two cities.  My hope
is that the added administration and frustration will force them to admit
that the solution is more costly than the problem... but we'll see.

Comcast's "throttling" approach (currently being tested in one city) seems
to be more reasonable: make sure the heavy users aren't affecting others,
but don't actually enforce any transfer limits.
