My guess is that most of it is done via the receding motion of the waves
themselves, but it's also flexible so there must be some "bounce back" that
would result in water being forced back to the front.

There may be internal structures that make it easier (perhaps an inner
channel with one-way valves or something but the article doesn't make it
clear.
