The most likely way to get a franchise in Portland is through reloacation. Rumor has it that a group in Las Vegas is the front runner for the next expansion team if it ever happens. There are plenty of teams in the US suffering at the gate that would be prime targets for relocation. Atlanta, NY Islanders, Nashville, Columbus, and Florida all have trouble putting people in the seats. The Islanders were luck to draw 10,000 many nights, and were frequently well below that number when you take off the corporate seats that are sold but not used on a regular basis.
It would be interesting to see the uproar here in Canada if a relocation occurred after attempts to move Pittsburgh and Nashville to Hamilton were shot down.
