I would set it up like Russert and Meet The Press:

* Triangular table
* 2 candidates
* 1 moderator

The Russert host would start with candidate #1 and do a Russert type
interview, asking the 2nd candidate to weigh in where appropriate.
Then he'd switch to candidate #2 and repeat.

I got WAY more out of those interview than I ever do out of debates.
And the reason is simple:

Russert's rule was to reveal what the person REALLY thought by
challenging them with what they've said.

THAT'S the type of debate we need.

The way the debates are now is really just a marketing presentation.
