VPS is definitely an option... I haven't seen any cost savings over what I
have.  The cheapest VPS that I see at AHP is more per month than my current
dedicated server - am I missing something?

I actually looked at Google but was confused by their options... "Google
Apps" seems to be what I want, but they either seem to want $50 per year or
use ad-supported gmail.  I'd like to just stick with plain-jane email domain
hosting - POP3 or IMAP - is that what this is?

I'm surprised... but there's very little information at Google (unless I'm
in the wrong place).
