Yes. That would be a good example of a leader who ain't leading.  If 'he 
*tried*' is good enough for you, fine.  But I kind of like a leader who, 
you know, leads. He seemed to have difficulity steamrolling, canjolling, 
compromising, or in any other manner leading when he had a republican 
controlled senate.
