Take any program, say an aircraft maintenance program.  If it's
designed right it's meant to meet some measure(s) on some periodic
basis; let's say one measure might be ODI or operational difficulty
index.  This is when an aircraft can't do it's work because of
maintenance problems.

Let's say, in this case, the ODI is high.  A good maintenance manager
will fix the program through some analysis of faults.

In government, however, the reason for the program gets lost so
there's no re-tooling as in the case of ODI.

And so the political chatter you hear is usually one of 2 things:

1.) It's not working, kill the program, or

2.) It's not working, throw money at it/do more of it.

In other words, if you want to get rid of government you better make
sure you know who, what, why, where.

Because otherwise it'd be like telling the maintenance manager that
the ODI is too high so get rid of the pesky bureaucratic maintenance
program.

It'll save money in the short run, but it'll cause disaster down the road.

And that's what happens when you have a disdain for government.  Disaster.
