Before they pass a law mandating drug testing, they should beef up
their treatment programs to handle those who will need it.  Currently,
there is an average wait of 94 days to even be considered for drug
treatment.   90 days with no benefits while waiting for admission to a
program is a long time for children to go without food because Mom's
an addict.
