If you factor in the cost of all the caseworkers and court folks
involved once a kid gets into foster care, then, yes - it costs the
system more to have a kid in foster care than it does to provide the
birth family with support. That does not mean that foster families see
that money. Each kid is different, but I know for a fact that my
previous foster kiddo's mom's SSI supplement for her son was more than
what we were paid to care for him for the majority of the time he was
with us. The foster families that get large payments are caring for
kids with multiple issues - some of them fairly frightening. We don't
take kids with major violence or sex issues - so our payments will
always be relatively low
