No we're not.  That's the thing: names mean something.

"war" should be reserved for conflicts between states IMO.

What we're doing in Afghanistan is law enforcement.  What we're doing
in Iraq is law enforcement.  What we're doing with terrorism is law
enforcement.

Every time someone breaks the law you can't have a state of war.
