With Virtual PC from Microsoft you have to have another 
licensed OS to install on the virtual correct?

I use Virtual PC. I like it and it's free.

Other people use VMWare... they like and (I think?) it's free.

Microsoft does provide free, already-configured VPC images for IE 6/7/8,
that might push in that direction:

They also make a lot of other software available as VPC images.
