The crackheads aren't in charge of the neoghborhood and you don't have children. Let's put it this way -- I've been living right downntown too for the past six months or so and there's a LOT of foot traffic through the vacant lot next door. I'm pretty sure someone on the next street over is selling drugs. I could shoot each tweaker as they pass, but the real way to stop this is to find out which house it is....
