As usual I agree with everything Mike says, but would just add that this was planned by the Whitehouse military office which is the group that plans much of Whitehouse day-to-day ops. Neither Pres Obama nor Sec Gates knew about it, but it one of those annoying things because - say it with me people - the President is responsible for things that happen on his watch. To that end he's done the right thing by assigning deputy chief of staff Jim Messina to investigate. Seems kinda obvious what happened, but gotta do it.
