It isn't passing the buck at all, its the smart thing to do. Want something done right, try letting the professionals do it under a system that has been created and vetted for such circumstances. What the Bush admin did, instead, was farm torture out to contractors in an effort to completely evade responsibility. They were the ones passing the buck, just as you seem to be doing now.
