Usually I don't see that thinking as "blaming" the victim so much as it is
trying to come up with yet another example of why "their" way of doing
things (dressing, acting, whatever) is better than everyone else.  I see it
more as a self-affirmation.  Think of it along the same lines of "if New
Orleans wasn't so in league with the homosexual agenda, God wouldn't have
sent Katrina to punish them" sort of thought process that some people have
(i.e. "they should have been pious, like me" or "she should have dressed
more conservative, like me", etc.).  I'm sure there are cases where it
really is outright blame, but I think those cases are the exception rather
than the rule in our society.
