My thinking on this is that Russia is not the threat it once was and thus a land based system is not needed. So the "old" system is still being built. The new system is the old system but on ships. So what happened? Did we just hand Russia a carrot while Poland an Czech Rep got the stick? Did anything really change or is this political maneuvering. I'm asking because I can seem to find details about what changed.
