The difference is that its federal immigration officials that are trained in this matter and specialize in immigration law enforcement rather than any government official who may or may not have any training in dealing with this issue at all according to the AZ law. That would be like saying that it's ok for your gyne to do heart surgery on you, after all...the gyne is a doctor...
