It was Cheney that said that companies in the gulf didn't need the acoustic
sensors that would have prevented this disaster since they would be too
expensive.  International corporate profit is much more important to
republicans that small businesses that rely on the gulf, like the tourism,
fishing, and shrimp industries.  I bet folks in Asia cheered as they now
know that the world's shrimp will come from them instead of the gulf for
years to come.
